09/2024 – Reducing Reoffending Fund Applications June 2024

For 2024/25, the Police and Crime Commissioner has made available £270,000.00 of funding to reduce reoffending in Surrey.  

The Amber Foundation – Transforming the lives of young people – Sarah Johnson 

Brief overview of service/decision – To award £41,667 a year, for three years (£125,000 over three years) to the Amber Foundation. This grant is to fund 3 bed spaces for young homeless and unemployed people from Surrey with offending backgrounds. 

Reason for funding:

1) To reduce reoffending and combat the misuse of drugs, alcohol, and other substances. The work undertaken by Amber has a significant impact on re-offending. Amber support young people to maintain a healthy lifestyle and put the mechanisms in place to sustain this healthy lifestyle.  

2) Protecting people from harm in Surrey – Many of the young people that Amber supports have a previous criminal conviction, and for many reasons, others are on a path where they are likely to become involved in the criminal justice system. Amber offers a temporary home, which is often the first time in a long time that young people feel safe and secure. 

 

That the Commissioner supports this standard grant application to the Reducing Reoffending Fund and awards to the following; 

  • £41,667 to The Amber Foundation

Consultation 

Consultation has taken place with appropriate lead officers depending on the application. All applications have been asked to supply evidence of any consultation and community engagement. 

Financial implications 

All applications have been asked to confirm the organisation hold accurate financial information. They are also asked to include the total costs of the project with breakdown where the money will be spent; any additional funding secured or applied for and plans for on-going funding. The Reducing Reoffending Fund Decision Panel/Criminal Justice policy officers considers the financial risks and opportunities when looking at each application.

Risks 

The Reducing Reoffending Fund Decision Panel and Criminal Justice policy officers considers any risks in the allocation of funding. It is also part of the process to consider when refusing an application, the service delivery risks if appropriate.
