32/2024-25 – Allowance Scheme Amendment for IPMs

The Surrey Police and Crime Commissioner, in exercise of the powers conferred by the Police and Crime Act 2011, pays an attendance allowance to independent representatives of misconduct panels and police appeals tribunals and Legally Qualified Persons who advise on misconduct panels. 

These allowances were up-rated in July 2024 (IPMs) and August 2024 (LQPs) in line with APACCE national guidance.

The Allowance Scheme is reviewed on an annual basis.

The following allowance schemes have been standardised and agreed at a national level:

  1. Independent Members for Misconduct Panel & Police Appeals Tribunal Allowance Scheme
  2. Legally Qualified Person for Misconduct Panel & Legally Qualified Person for Police Appeals Tribunal

That the PCC follows the nationally agreed recommended rates for Independent Members for Misconduct Panels and Police Appeal Tribunals and the Legally Qualified Person for Misconduct Panels and Police Appeal Tribunal.
