41/2024-25 – Community Safety Fund and the Children and Young People Fund applications

 For 2024/25 the Police and Crime Commissioner has made available £383,000 for the Community Safety Fund to ensure continued support to local community, voluntary and faith organisations.

The Police and Crime Commissioner also made available £275,000 for the Children and Young People Fund which is a dedicated resource to support activities and groups who work with children and young people across Surrey to stay safe.  

Surrey Neighbourhood Watch Association – Central Support 

To award Surrey Neighbourhood Watch Association £2,000 towards their central budget to provide leadership and coordination for Neighbourhood Watch in Surrey and provide support to Surrey Police in achieving their goals. 

Guildford Town Centre Chaplaincy – Street Angels 

To award Guildford Town Centre Chaplaincy £500 towards the Street Angels project which provides a calming presence in Guildford town centre on Friday and Saturday nights. This funding is for volunteer uniforms and consumables including first aid kits, emergency blankets, sick bags, water, flip flops and lollipops.  

Surrey County Council – Youth Justice Service – Side By Side 

To award Surrey County Council Youth Justice Service £15,000 to support the Side By Side program which supports child victims (and their families) of youth crime throughout the county when the child who has offended against them is open to Surrey YJS under either a court order or out of court disposal.  

Crimestoppers – Fearless Worker 

To award Crimestoppers £44,140 towards a Fearless Worker in Surrey. The Fearless Worker will prepare, facilitate and deliver Fearless sessions to young people and those employed to work with young people across Surrey.  

The Commissioner supports the applications to the Community Safety Fund and the Children and Young People Fund and awards to the following;   

  • £2,000 to Surrey Neighbourhood Watch towards central support;  
  • £500 to Guildford Town Centre Chaplaincy towards Street Angels for    uniforms and consumables;  
  • £15,000 to Surrey County Council Youth Justice Service for the Side By Side project; and 
  • £44,140 to Crimestoppers for the Surrey Fearless Worker.

Consultation   

Consultation has taken place with appropriate lead officers depending on the application. All applications have been asked to supply evidence of any consultation and community engagement.   

Financial implications   

All applications have been asked to confirm the organisation hold accurate financial information. They are also asked to include the total costs of the project with breakdown where the money will be spent; any additional funding secured or applied for and plans for on-going funding. The Community Safety Fund Decision Panel/ Community Safety and Victims policy officers considers the financial risks and opportunities when looking at each application.

Legal advice is taken on an application by application basis.   

Risks   

The Community Safety Fund Decision Panel and policy officers considers any risks in the allocation of funding. It is also part of the process to consider when refusing an application the service delivery risks if appropriate.
