Executive Summary

For 2023/24 the Police and Crime Commissioner has made available £383,000 of funding to the Community Safety Fund to ensure continued support to local community, voluntary and faith organisations. The Police and Crime Commissioner also made available £275,000 for the Children and Young People’s Fund which is a dedicated resource to support activities and groups who work with children and young people across Surrey stay safe.

Applications for the Community Safety Fund

Surrey County Council Youth Justice Service – Surrey Engage 

To award Surrey County Council Youth Justice Service funding of £57,500 to support Surrey Engage. Engage youth workers seek to make a offer of youth work activity to support young people and their families soon after the point of detention within Surrey Police custody suites. This request is to fund a six-month active research approach in Guildford Custody suite offering a duty system of youth workers to cover 10am – 10 pm seven days per week to offer relationship-based prevention and intervention to young people at the point of arrest.

Soroptimist International of Woking & District – Women’s Safety Card  

To award the Soroptimist International of Woking & District funding of £300 for printing and distribution of the initial run of 1000 Women’s Safety Cards. The intent is for women to have them on hand if their mobile phone dies so they will have a card with important phone numbers in case of emergency.

Surrey Police – Surrey Tackling ASB Awards

To award Surrey Police £3,000 for the Surrey Tackling ASB Awards. The Surrey Community Harm Reduction Group want to recognise good work over the past two years in tackling ASB in Surrey among the Force, partner agencies and members of the public.  The funding will cover the space at Loseley House, staff and refreshments for 120 guests.

Guildford Town Centre Chaplaincy – Community Angels

To award Guildford Town Centre Chaplaincy £2,500 to support their Community Angels project which befriends vulnerable adults facing loneliness and isolation in Guildford. The aim of the project is to reconnect people with their community and build confidence and overcome personal difficulties, linking clients into other support services such as DA outreach, substance misuse services and mental health charities. The funding will support staffing costs.

Surrey Drug and Alcohol Care – Telephone Counselling Service

To award Surrey Drug & Alcohol Care (SDAC) £5,000 for the Telephone Counselling Service (TCS) which offers a programme of free counselling sessions to those referred by: the SDAC helpline or website, GP, alcohol liaison nurses in hospitals, or other agencies. Sessions offered to clients may be weekly, or as often as twice a day if a client is in crisis. TCS also offer wellbeing-check calls at weekends and follow up calls for up to a year after therapy has finished.

Applications for the Children & Young People’s Fund

Surrey Fire and Rescue Service – Youth Engagement Scheme

To award Surrey Fire and Rescue £22,000 to support the delivery of the Youth Engagement Scheme (YES). The YES works with young people identified as being at risk of crime or ASB and though the week-long course challenges them to understand actions and consequences, boundaries, respect and build self-esteem. The benefits are seen in increased school attendance, lesson attendance and engagement in learning. The funding will be used to support transport, food and takeaways for the young people.

Side By Side – Surrey County Council Youth Justice Service

To award Surrey County Council Youth Justice Service £15,000 to support the Side By Side program which will work to support child victims (and their families) of youth crime throughout the county when the child who has offended against them is open to Surrey YJS under either a court order or out of court disposal.

High Sheriff Youth Awards

To award The Surrey High Sherriff Youth Awards £5,000 to continue to support the awards and the opportunity for young people in Surrey to access support for activities that reduce crime and disorder.

Recommendation

The Commissioner supports the applications to the Community Safety Fund and the Children and Young People’s Fund and awards to the following;

  • £57,500 to Surrey County Council Youth Justice Service for Surrey Engage
  • £300 to Soroptimist International of Woking & District for Women’s Safety Card
  • £3,000 to Surrey Police for the Surrey Tackling ASB Awards
  • £2,500 to Guildford Town Centre Chaplaincy for Community Angels
  • £5,000 to Surrey Drug and Alcohol Care for the Telephone Counselling Service
  • £22,000 to Surrey Fire and Rescue Service for the Youth Engagement scheme
  • £15,000 to Surrey County Council Youth Justice Service for the Side by Side program
  • £5,000 to the High Sheriff for the High Sheriff Youth Awards

All applications have been asked to confirm the organisation hold accurate financial information. They are also asked to include the total costs of the project with breakdown where the money will be spent; any additional funding secured or applied for and plans for on-going funding. The Community Safety Fund Decision Panel/ Community Safety and Victims policy officers considers the financial risks and opportunities when looking at each application.

Risks

The Community Safety Fund Decision Panel and policy officers considers any risks in the allocation of funding. It is also part of the process to consider when refusing an application the service delivery risks if appropriate.
