The Office of the Police & Crime Commissioner for Surrey is recruiting for Independent Panel Members to serve on police gross misconduct panels.

Integrity is the foundation of policing, and it is vital that the highest of professional standards are maintained given that police officers exercise significant powers. A robust complaint and disciplinary system acts as the key accountability framework for the use of these powers and for maintaining public trust and confidence in policing, upholding high standards and protecting the public.

Independent Panel Members serve on panels presiding over serious misconduct cases, so these roles offer an exciting opportunity to play a vital part in the disciplinary rules that govern the police.

The role of Independent Panel Member is open to individuals who can demonstrate strong analytical and communication skills, self-confidence, and the ability to take a balanced, open minded and objective approach to the issues presented.

Applicants must currently live in Surrey and be able to demonstrate a good understanding of the diverse and complex nature of the communities of Surrey.  Candidates must also understand the need for high standards of conduct in the police service and a commitment to fairness and equality.

We are looking for people with previous experience of participating in disciplinary panels, leadership, and an understanding of employment law. 

We are also seeking applications from local people who have experience of leadership within the local community, have lived experiences that would add value to a misconduct panel aswel as evidence of working in a balanced and objective manner. 

Experience of conflict management and negotiating and influencing with others in a professional manner is also required.

Independent Panel Members will attend hearings as and when required. The time commitment is variable but is likely to consist of between two to three hearings per year, with hearings generally lasting between one to three days.

The qualities sought include integrity and independence of mind, commitment to equality, diversity and inclusion, sound judgement and objective approach to issues presented.

Independent Panel Members will need to be available to attend gross misconduct hearings at Surrey Police HQ in Guildford and may be approached to support other areas across the southeast if required (Hampshire, Sussex, Kent and Thames Valley police areas).

Before a formal appointment can be made by the Office of the Police and Crime Commissioner, successful candidates will be required to undergo a basic level of police vetting and mandatory training. Appointments will be made on an initial five-year term and, with agreement, can be extended by the Police and Crime Commissioner for a further five years (maximum term of 10 years).

The nationally agreed rate of pay for an Independent Panel Member is set at £357 per day for a full day (4+ hours, excluding meals breaks) and £178.50 per half day (under 4 hours).
